I'M Thinking Of Starting A Business Selling Printed T-Shirts In Miami Stores, But Not If You Are A Good Time To Start Because Now That Sales Are Very Low, I Am Scared Of Not Being Able To Sell Me Merchandise.
I think Vista Print for one is a great place to design and have your T-shirts created and shipped to you if you do not have a printer for your shirts already. I am sure there are local printers in Miami though.
One idea that may sell in your city especially if you are overstocked and need to unload some shirts is to set up a consignment table at very nice tourist hotels and sell shirts that focus on the theme "Miami" as a city scape or Beaches, Palms etc…
I was in Atlanta once for a 2 day class at the Wyndham Hotel and there was a young lady selling shirts based on Atlanta and I felt compelled to buy one for about $15.00.
Now Miami being more touristic over Atlanta, should not be a problem finding buyers for your shirts.
You may need to contact the Manager of various high-end hotels with nice lobby's, Share your business idea and concede to the hotel a percentage of sells.
They would be happy to give up 10 square feet of space for a nice and friendly product for an additional revenue stream for them and additional offerings for their customers.

Why would someone pay you to wear their T-shirts, jewelry, etc? They want you to buy it! They do not consider someone wearing their t-shirt to be good enough advertising to pay for in the first place, and secondly, plenty of people will pay to purchase a logo t-shirt, etc.

you would have to be a degree seeking student… not just in a certificate program or just taking a few classes in order to use FAFSA generated funds (including Pell Grant)
You would have to find a school with an Art Degree that also has classes in silk screen printing
Another option (if you are in the US) is to get with Voc Rehab & see if they can help you find on-the-job training

normally t-shirt designer using 2 main application, it's Photoshop and Corel.
you may need some plugins and additional application or you may not.
designer should follow production line. If you use transfer paper you may need low dpi, but if you use hot plate you may need 150dpi and 300dpi if you use Direct-To-Garment Printing Machine.
You also need to follow the limitation of color for your production line and dimension area of printing.

Is There An Alternative To Using Mesh Or Silk In Screen Printing?
If you want a "screen print" you'll need to use some kind of mesh, but there are all kinds of mesh. Check out some of the info and links in my answers here:

You can so various kinds of stenciling or masking though to create prints that won't involve a "screen" or mesh …just a few:

How To Screen Print Sweaters/Shirts?
My Band Wants To Screen Print Many Sweaters And Shirts!
Wash your screen in the sink with warm water, dish washing liquid and a scrub brush. Lay out all your supplies from your kit.
Design your artwork on the computer and print it out on 8.5-by-11-inch paper. Your design should be simple and one solid color. Tape your paper, using painter's tape, to the back of the screen, facing the design toward you.
Trace your design with a pencil onto the screen. Remove your paper from the screen, and turn the screen over. A reverse of your image now faces up.
Paint the design with the drawing fluid, using a small paint brush on the same side as your tracing. Allow the fluid to dry thoroughly. This creates your image.
Tape the edges of the screen with painters tape to prevent the filler from seeping. Squeeze a thick line of screen filler across the top edge of the screen, and drag the filler down the screen with a squeegee. Scoop any excess filler out of the screen and place it back into the bottle. Let the screen dry for at least 24 hours. Wash your squeegee with dish soap and warm water.
Place the screen in a sink, and run cold water on the screen to remove the drawing fluid. This exposes the image portion of the screen. Allow the screen to dry.
Tape the edges of the screen with painters tape to cover any openings at the edges of the screen. This prevents the ink from bleeding out the edges.
Place a piece of cardboard inside the sweatshirt, to protect the ink from seeping through. Position the screen over the sweatshirt, laying it out where you want the design to be.
Squeeze a thick line of ink across the top of the screen, and drag the ink down the screen with the squeegee. Repeat this step three or four times, then carefully remove the screen from the sweatshirt. Allow the ink to dry thoroughly.
Rinse your screen and squeegee and allow them to dry.
